Where the firm practices

Three states and the federal layer, and what the firm does in each.

Bella Law is admitted in Texas, New York and Alaska. Most of what decides a healthcare deal is federal law, and it does not change at a state line. Each page below says what the firm does for an owner in that jurisdiction. It names the agencies and rules the work runs through, and links the articles that go deeper.

The three lines of work are the same everywhere. The firm forms and structures the company, keeps a digital health product inside HIPAA and the FDA line, and sells the business. Four things change from one jurisdiction to the next. They are the owner the entity may have, the notice a sale may need, the fate of the license, and the reach of a non-compete. The pages say so plainly, and each one says where the firm can act and where it names co-counsel.

Pick the jurisdiction the company sits in, or start with the federal layer that reaches all of them

Texas

The firm's home state, from an office in Houston. Corporate practice structures, HHSC licenses that do not transfer, the 2025 non-compete limits, and no transaction notice law.

New York

The strictest ownership rules in the country, Article 45-A notice at $25 million, Council approval for a change of facility control, and non-competes that survive every ban.

Alaska

No corporate practice statute and no notice law. The entity choice and the Certificate of Need ownership test do the work, beside a tribal health system on federal law.

Federal

Medicare change of ownership, Stark, the Anti-Kickback Statute, the False Claims Act, HIPAA, the FDA device rules and HSR, for an owner in any state.

For the other states, the firm keeps a state-by-state map of healthcare transaction notice laws, current to September 2026. A matter under another state's law runs with co-counsel in that state, named to you before any work starts.

Babak Kalbasigharavi, Esq. is admitted in Texas, New York and Alaska. He is not admitted in Florida. These pages describe the firm's services and are attorney advertising; they are general information as of September 25, 2026, not legal advice.
